Atmanirbhar Asom 2023

In a bold move to foster entrepreneurship among the youth of Assam, the Government of Assam, led by Chief Minister Dr. Himanta Biswa Sarma, unveiled a groundbreaking initiative during the cabinet meeting on September 12, 2023. Aptly named “Mukhyamantrir Atmanirbhar Asom Abhijan, 2023” this scheme is poised to provide substantial financial and policy support to empower aspiring young entrepreneurs.

The visionary “Chief Minister’s Atmanirbhar Asom Abhijan 2023” is designed to address the pressing issue of unemployment while promoting inclusive progress within the state. By offering robust support and encouraging collaboration among various stakeholders, the government is taking a monumental step towards establishing a more self-reliant and prosperous Assam. This comprehensive approach not only benefits individual entrepreneurs but also contributes significantly to the overall socio-economic development of the state, promising a brighter future for all residents.

The Atmanirbhar Asom initiative aims to target 2 lakh eligible beneficiaries over the next two years—1 lakh in the fiscal year 2023-24 and an additional 1 lakh in the fiscal year 2024-25. This strategic plan underscores the government’s commitment to creating self-employment opportunities and nurturing the entrepreneurial spirit among the youth. The ripple effect of this initiative is expected to extend beyond individual success stories, fostering a more robust and dynamic economic landscape in Assam.

Under this initiative, the government is taking the inaugural step to lay the foundation for a brighter future. The key objective is to enable unemployed youth to become self-reliant by providing them with the necessary resources, guidance, and support. This includes training programs, financial assistance, and access to markets. The government has outlined various components and strategies to achieve the objectives of Mukhyamantrir Atmanirbhar Asom Abhijan. These include:

To provide / facilitate self – employment to all categories of educated Youth through suitable mechanism.
# To create entrepreneur-oriented ecosystem in the state of Assam.
# To generate employment opportunities in rural and urban areas through through setting up of new ventures as well as growing existing ventures.
# To provide financial assistance to enterprising individuals and groups to undertake new economic activities or expand their existing enterprises.
# To strengthen the State Government’s special focus on rural economy.

 

Eligibility for Atmanirbhar Asom Abhijan

The beneficiaries of Atmanirbhar Asom Scheme should fulfil the following criteria:
Residentship:  Applicant should be a permanent resident of Assam.

Age Limit: The age of the applicant should be within the age range of 28 to 40 years as on 1st April 2023.

Age Relaxation: Relaxation in upper age limit is 3 years for OBC, SC and ST category candidates.

Educational Qualification:  

# General Category: Applicant should be minimum Class 10 passed.
# OBC, SC and ST category: Applicant should study up to Class 10.

Professional Skills:  The applicant should possess skills, experiences, knowledge, etc., to undertake the income generating activities.

 
Bank Account: The applicants should have a bank account, which has been opened before 31st December 2023.

Loan Defaulter: 
The applicant should have not defaulted any loan taken from Co-operative and Nationalized Bank in the past.
Government Service:  Applicant should not belong to a family of govt service holder/ pensioner.

Family: Not more than one member from any family shall be eligible for availing benefit under this scheme.

Employment Exchange Registration:  Applicant must be registered in Employment Exchange of Assam before April 1, 2023.

Stationary Agriculture and Horticulture
Poultry Dairy
Goat Farming Piggery
Fisheries Packaging
Readymade Garment Fabrication
Hardware Business Plantation (Bamboo/ Rubber/ Agar, etc)
Self-Employment after Professional Courses Wood-based Industries
Other Sectors Including Services
